To ensure effective collaboration with other departments and achieve inter-sectoral convergence under the Odisha Forestry Sector Development Project-II (OFSDP-II), a comprehensive institutional framework has been established at various levels. Overarching strategic directives flow through apex bodies like the High-Powered Committee (HPC) and the Governing Body of OFSDS.
At the ground level, execution is driven by the District Level Advisory Committees (DAC)—chaired by the District Collector—and Block Level Advisory Committees (BLAC). These structures facilitate the smooth implementation of community and livelihood development plans by successfully leveraging resources from diverse government sectors.

The Revolving Fund (RF) is a strategic, recyclable loan provided to each VSS/EDC under the project. It is specifically aimed at extending essential financial support directly to Self Help Groups (SHGs), Common Interest Groups (CIGs) and Poorest of Poor (PoP) households to help them initiate and scale various Income-Generating Activities (IGAs).
By structuring this fund as a self-sustaining cycle, it systematically improves access to small-scale credit required for micro-investment at the community level—effectively mitigating financial barriers for vulnerable forest-fringe groups and boosting overall household income.
